The General Office of the Ministry of Justice of PRC will establish the lawyers specially handling foreign-related matters database and receive organize provincial (district, municipal) judicial departments (bureaus) to declare their entry in May in order to thoroughly study and implement the spirit of the 19th National Congress of the Communist Party of China, earnestly implement the "Opinions on the Development of Foreign-related Legal Services" established by the Ministry of Justice and other three departments, to cultivate a number of high-quality foreign involved  lawyers who are familiar with international rules, have a global vision and international vision, and provide better legal services for China's major development strategies such as "one belt and one road", "going out" for Chinese enterprises and citizens, and for China's major foreign-related economic and trade activities and diplomatic work.

At present, the Ministry of Justice of PRC has issued and publicized a list of candidates to be selected, the publicity period was from August 31 to September 13, 2018 (ten working days). Finally, Mr Stephen Gu and Mrs Mo Na have been selected into the lawyers specially handling foreign-related matters list.

Mr. Stephen Gu, as the managing partner of Yaoliang Law Offices, has been  focusing on the matters of cross-border marine engineering and shipbuilding since his practice. He is particularly good at handling the matters related to the shipbuilding and offshore engineering project design, financing arrangement, project document control, project execution, delivery and dispute resolution. Mr. Stephen Gu has participated in international arbitration on behalf of domestic and foreign clients on many occasions (such as the arbitration of London Maritime Arbitration Association and the arbitration of ICC) and won international arbitration on behalf of Chinese clients. Further, Mr. Stephen Gu is good at handling the matters related to maritime dispute resolution, such as vessel arresting and maritime contract.

Mrs. Mo Na, as the partner of Yaoliang Law Offices Beijing Office, has been focusing on the matters of providing full range legal service related to shipbuilding, offshore engineering and export which including but not limit to draft and review the legal documents related to the export of the shipbuilding and offshore engineering and provide legal opinion, give assistance to the clients to select appropriate business model and project structure, provide legal opinion related to foreign bank guarantee letter, provide legal service related to vessel export credit project which including designing financing structure, drafting relevant documents, arranging vessel mortgage, advance payment and lifting the mortgage, drafting legal documents related to the import and export of various equipment and participate in the contract negotiations between the clients and foreign ship owners and equipment manufacturers.
